Minimum wage to rise in two stages
The minimum wage in Germany is set to increase in the coming years. The Independent Minimum Wage Commission has presented its proposals for the future level of the minimum wage, and the federal government will now implement these recommendations.
Although workers and unions would have preferred a higher minimum wage, Federal Labor Minister Hubertus Heil considers the proposed increase to be reasonable. The only legally possible alternative—not raising the minimum wage at all—would be irresponsible, according to the minister.
Gradual increase in the minimum wage
According to the Commission’s proposal, the minimum wage is to rise in two stages starting in January 2024. First, it will be raised to 12.41 euros, and one year later, starting in January 2025, it will then amount to 12.82 euros. Currently, the minimum wage is 12 euros. To make the Commission’s proposals binding, a regulation from the federal government is required.
The Role of the Independent Minimum Wage Commission
The Independent Minimum Wage Commission meets every two years to submit recommendations to the federal government regarding adjustments to the minimum wage. This procedure is provided for in the Minimum Wage Act. The commission consists of three voting representatives each from employers and labor unions, a chairperson, and two academics. Last fall, the federal government raised the minimum wage by law on an exceptional basis, from 10.45 euros to 12 euros per hour.
Taking the economic situation and collectively agreed wages into account
In making its decision, the Commission takes the economic situation into account to ensure an appropriate minimum wage level for employees, enable fair competitive conditions, and avoid jeopardizing employment. In doing so, it is guided by the development of collectively agreed wages in Germany. After the Commission submits its proposal, the federal government generally makes it binding by means of a regulation. The current proposal was not adopted unanimously for the first time since the introduction of the minimum wage in 2015.
The significance of the minimum wage as a floor
Federal Labor Minister Hubertus Heil emphasizes that the minimum wage is a success story and that it is important to him that it continues to evolve. However, he also stresses that the minimum wage can only be the absolute lower limit.
The increase in the minimum wage is a positive development for workers in Germany. By raising the wage floor, low-wage workers will benefit from a higher income. This contributes to improving their living conditions and promotes economic participation.
It remains to be seen whether the minimum wage will continue to be regularly reviewed and adjusted in the future to keep pace with changing living costs and the growing needs of workers.
